The 27-page report, signed by Sr. Sgt. Adem Şimşek and Lt. Col. Levent Ayık, said that the shooting occurred during target practice at the Hacıbekir military barracks as a Bixi brand rifle mounted on top of a tank was being fired.
However, the report does not identify any suspects even though it lists several mistakes regarding some procedures, for instance, the fact that there was no letter written informing the higher command that there would be a practice, that personnel who would participate in the session did not have enough training and even military members of higher ranks did not have enough experience using that gun.
In December, a ballistics report on the death of a Canan Saldık, killed in July by a stray bullet in the eastern province of Van, stated that the bullet was fired from nearby military barracks where soldiers had been conducting target practice.
According the report, a stray bullet from a nearby firing range found its way into a recreational area in the village of Kurubaş, striking Saldık, who was at a picnic with her family and relatives. Saldık was critically injured from a gunshot wound to the head and was rushed to Van İpekyolu State Hospital and then transferred to Yüzüncü Yıl University Hospital; however, doctors were unable to save her.
